I am writing in opposition of the proposed amendment. The do not call registry was a marvellous idea that restored peace to my home almost overnight. Previously, we were bombarded with telemarketing calls. It got so bad that I ceased answering my phone and would return calls that were legitimate. This new loophole that would allow companies with established business relationships to begin sending automated, pre-recorded messages would disarm the registry and allow the bombardment to begin all over again. I do not wish to have anyone call my home to offer services of any kind. They are free to use the mail to forward those offers and I will not need to disrupt my family life when I choose to open my mail. The FTC rules should not be brought into line with those of the FCC, rather the reverse should be done. I'm sure that the majority of American families would agree. The only credible argument against the original registry was that it would eliminate tens of thousands of jobs. This new wrinkle doesn't even offer jobs. It instead offers pre-recorded. automated messages. If this issue must be addressed, I would favor an opt-in requirement, prior to any commercial messages being allowed. The opt-out alternative would be unacceptable to me, for it would require that I take action when the burden should be on those who wish to send the messages.
