The Do Not Call List as currently implemented is exactly right. If I wish to contact a business with whom I have a "business relationship" I will do so. I do not want to be contacted by them via telemarketing. Suddenly, every business will claim I have a "business relationship" with them and telemarketing calls will resume unabated. The proposed change is wrong. Opening this loophole is contrary to the spirit of the Do Not Call List. Don't do it. It's a bad idea.
