This change is essentially inserting a loophole that telemarketers will be able to use to get through to more telephones. It's as simple as that. I will never, ever, ever buy anything that I was solicited to buy in a phone call. If I ask my government to prevent me from receiving these calls because they intrude on my privacy, I don't expect to have loopholes poked into the law so that sophisticated telemarketers can skirt the law. Also, you are intending to waste my tax dollars trying to enforce this rule by making it more complicated. If I say I don't want someone calling my phone for the purpose of telemarketing, I mean exactly that. I pay for the usage of my telephone therefore it is private and I shouldn't be required to answer my phone to unsolicited telemarketing calls to find out that I don't want to talk to the caller.
