I really don't see the point in making changes, since The Do Not Call List does not work as it is. I'm on the list and I still get calls all the time! The latest strategy seems to be the recorded messages that start when you pick up the phone and say "hello". I'm on the list, that means I do not want to be bothered, PERIOD, whether it be live or recorded peddlers.
