Please do not change the Telemarketing Sales Rule at all. It works wonderfully. It is a pleasure not to be interrupted during a meal by sales calls. I do not want to receive calls, even prerecorded ones, even from companies with whom I have done business. That is a very large loophole. By the time your Rule went into effect, a high percentage of telemarketing calls were already prerecorded. The proposed change benefits only the telemarketers and rolls back most of the benefit of the Rule because most of the telemarketing calls always came from (1)companies one did business with, (2)the parent or sibling companies to the one you did business with or (3)a company that bought a list from a company they did business with. At most this change will keep out only the third category. So, I repeat: PLEASE DO NOT CHANGE THE RULE. Thank you.
