I think this rule is a terrible idea. It's bad enough to answer a private phone only to find a stranger who wants to sell you something - but even worse to find a recording that tries to sell you something. This is the telephonic equivalent of computer-generated spam. Why should a person with an automated dialer be allowed to bother people who have already indicated their unwillingness to be so bothered by signing up on the no-call list? Commercial-speak does not belong in my house unless I invite it in by initiating the call.
