Please DO NOT open a loophole to the DO NOT CALL feature. A salesperson/telemarketer "does business with" receivers who do not see themselves as "doing business with" the sales person BY NATURE. How can "bringing the rules for telemarketing into alignment with the FCC" possibly honor that reality? It can not. Such an argument disrespects the reality of the two parties involved. You must preserve the DO NOT CALL feature.
