Since we've been on the do not call list, our home has been free from unwanted telephone calls, solicitations and phantom messages on our answering machine. My only problem now is that we are getting junk faxes, as we had a fax machine hooked up. This angers me, as I have had to unplug the fax machine in an attempt to stop the 2:00am junk faxes. Allowing these prerecorded calls will open up households to huge amounts of unwanted calls, as many companies act through and bill through the credit card companies. For example, we once were a member of the "Pet Care Savings Club", which was sold through and billed on our Texaco gas card. Once we terminated the membership, we had an extremely hard time actually stopping the annual billing of the fee. We joined this through a phone call from a company that was calling on behalf of Texaco. I have no doubt that allowing this safe harbor will result in a complete reversal of the progress the do not call list has made.
