I am opposed to allowing pre-recorded voice messages to be sent to my home phone. These messages allow no safe way to opt out, since even if an opt-out number is supplied, it will only verify that the phone number is valid, just as in spam emails today. These phone calls are purely annoying, and inhibit other use of the telephone that I pay for as a customer. I am also opposed to weakening the abandonment rules, though I doubt that they work today - certainly more than 3% of the non-legitimate calls I get have no response.
