This regulation change is an abomination and contradicts the goals of the do not call list. Prerecorded calls are the very worst form of telephone intrusion, and, unlike calls with genuine human speakers, have no economic rationale to justify their social utility. They are pure spam, and the FTC would use taxpayer funds more effectively if it focused on real concerns rather than caving into business interests.
