Overall, the more amendments & provisions made to a very specific rule, will create more cracks in the system, thereby giving a malicious entity the chance to exploit any loopholes they may find. In the end I'm afraid it will cause more trouble for those of us who willingly gave our phone numbers to the FTC in the hopes that we would curtail the amount of telemarketing we recieved originally. Having given that number in good faith, I would hate to see a situation arise where it could be used against me now. Please do not allow any "loosening" of the current ruling.
