This provision would allow many more hang-ups and pre-recorded messages that do not give a consumer a chance to say 'Remove this number from your calling list and DO NOT call again'. The standard of 3% needs to be lowered to 2%, not raised. The standard also needs to remain per day per calling campaign not per 30 day period.
