Please consider the following comments on the proposed rule, "Prerecorded Message EBR Telemarketing. Project No. R411001". Please do not allow any portion of this propose rule. We, the people, have already made it clear that we do not want telemarketing calls invading our private time, annoying us and filling up our answering machines with spam. As telemarketing, person to person, calls are extremely annoying, the prerecorded ones are even more so. The phone rings, interrupts your personal activities, you answer it and find that the business initiating the call does not even show the courtesy of speaking to you in person. You get home and find your answering machine full of telemarketing calls. Citizen's private time is so precious that we do not want to spend it sifting through junk that we do not want. If many people feel the same as I do, then the businesses using practices such as this may lose more than they gain. The sales rule is already too soft on telemarketers by allowing 3% of abandonment calls per day. Businesses are already finding ways to get around the telemarketing rules pertaining to the Do Not Call Registry by partnering with businesses that we already do business with. Please do not soften the rules any more.
