I oppose this in its current form. The message must announce the name and address of the caller and include an FTC ID number (they must register with the FTC to allow them to be on a call allowed list) including transmitting their true origin (not bogus) Caller ID information. There must also be an option for the person being called to not be called again with a confirmation number stating the Company or Person(s) will comply with your request for upto five years (per original DO NOT CALL Registry rules). If a person is called again or the company disobeys this rule there has to be hefty fines in place. I do not want my phone swamped with Telemarketing calls again. Credit Card Companies, Banks and the such will abuse this system unless the kind of safeguards listed above are put in place.
