Please do not gut the Do Not Call list by implementing this proposal. If anything, the rules should be tightened, not loosened. In fact, I and everyone I've spoken with about it would prefer that you extend the DNC list to include calls by or on behalf of politicians, non-profits, and pollsters, all of whom have abused their exemptions. As to the call abandonment petition, I agree with the DMA that the provisions should be changed. But rather than loosen the constraints, I believe they should be tightened to require "technology that ensures abandonment of no more than zero (0) percent of all calls answered by a person, measured per day per calling campaign." In other words, predictive dialers should be outlawed entirely.
