Expanding the rules to allow pre-recorded telephone messages is a TERRIBLE idea. The whole idea of the DNC list is to keep this thing from happening. The worst part about pre-recorded messages is you can't ask the people on the other end not to call you again. VERY aggravating. Please do not amend the rules to allow pre-recorded messages.
