I would like to ask the FTC to oppose this measure. I do not wish to receive pre-recorded calls from someone I have a business relationship with. This proposal will create a loophole which will reduce the value of the No-Call list, which serves a valuable purpose. If the pressure to implement this is too great, then either consumers should have to opt in or at the very minimum have a mechanism for opting out of this service of little value.
