The over-arching issue that continues to be missed is that telemarketing companies do not pay for consumer phone/communication services. The consumer shoulders the cost for these services and thus should have complete control of how these services are used. If a consumer wishes to contact any agency regarding available goods or services, they can initiate the communication. Telemarketing companies that wish to use phone/communication services they are not paying for do not have any rights in dictating how these communication services are controlled or used. Under no circumstances should there be any loosening of the safe harbor provision. I strongly encourage the Comission to reject the proposed amendment. Thank you.
