I strongly oppose this rule change. Point 1: I view my telephone as an emergency communication device. Recorded messages do not relinquish the line and pose a hazard because they can tie up the line when it is needed for an emergency. Most pbone systems allow the caller to determine when a conversation is over. If the person who receives the call hangs up, the call is still in progress when he picks up the line again. Recorded calls should be banned for this reason at least until all phone systems can be modified to allow the call receiver to disconnect a call. If you needed to call for a fire truck or an ambulance or poison control and some recorded message was tying up your phone, would you think it was OK? Point 2: I and probably most other persons on the do not call list are on the list because they do not want nusiance phone calls. If a company that I do business with wants to contact me they can use the postal service. Most places that think that I owe them money, seem willing to send a bill. I see no real need other than an excuse for sales and marketing that would support the rule change., which I strongly oppose. Please do not allow this rule change. Sincerely, Mike Graham
