Please do not open the 'Do Not Call' list to any kinds of telemarketing. A 'prior business relationship' can cover wide ranges of justification; i.e. We once sold your brother's ex-wife's second cousin's kindergarten teacher's mother's second husband a widget, so we have a prior business relationship with you. Allowing any forms of telemarketing truly defeats the purpose of this Act.
