Giving telemarketers the ability to deliver pre-recorded messages would dramatically increase their ability to annoy the American Citizen. I strongly recommend that no such allowance be made. From an economic point of view, if the message does not have enough value to be delivered by a person (at 12 cents per minute), then it seems very unlikely that any member of the public would want to receive it. Forcing the use of live humans makes the telemarketer choose their targets more rationally -- this is good outcome.
