This proposal takes the "Do not call list" in the wrong direction. Instead, it should be made fully proof to all first amendment challenges by eliminating the existing political and charitable loopholes, as well as by people taking surveys. I had my fill of pre-recorded political announcements of the type mentioned here during the recent election season. Annoyingly enough, they have modified those - and I have no doubt the telemarketers would follow suit - to wait until the end of the answering machine greeting before starting. No new loopholes - and close the ones that exist before some judge justifies throwing the whole thing out over them.
