As a private individual I strongly object to the proposal to amend theTelemarketing Sales Rule to create an additional call abandonment safe harbor permitting prerecorded telemarketing messages from companies with which I have had prior relationships. This proposed amendment seriously undermines my participation in the Do Not Call List and subverts the purpose of the list. Prerecorded messsages are more insidious than live messages since there is frequently no straight forward way to advise the sender that such messages are not desired. If I want to receive such messages I will advise the sender that I opt-in. I should not have to opt-out of receiving prerecorded messages.
