I am totally against any opening of the do-not-call list. If business entities want consumers to accept calls, then they need to offer incentives for the consumers to opt-out of some aspects of the list. This gtives both parties incentives to form a mutually beneficial relationship. We need to make sure that there are NO loopholes for businesses to harass consumers. Every instance of an exception needs to be an opt-out from the consumers point of view.
