The prerecorded messages should be banned as well as those not yet covered by the Do Not Call registry such as political calls and charitable organizations. I still have to get up to answer the phone and I don't appreciate unwanted calls. If the telemarketers are permitted to make these prerecorded calls or calls of any type, I would require that these telemarketers, etc. be required to give out the personal home telephone numbers of their companies CEOs and other corporate officers. That way, I can disturb them like they disturb me. Turnabout is certainly fair play.
