The 'Do Not Call' list is working fine now, don't change it. If you allow telemarketers to send pre-recorded messages to people who are already on the 'Do Not Call' list this will increase the number of calls. The telemarkerters will love it - they can cut their costs by eliminating emplyees, since they will only have to macke the recording once and have a machine play it back, live bodies would only be need to answer calls . So telemarketers could make more money by - 1) not having to have so many employees and 2)to be able to send out pre-recorded ads to whomever they want, without hinderence [hinderance being the current 'Do Not Call' list]
