I am against weakening the Do Not Call Registry by allowing prerecorded messages from telemarketers. We signed up for the Registry to eliminate unwanted solicitations. If you want to open it, you should require the telemarketers to get prior approval from the person to whom the telephone number belongs via mail. In that way, those who want to give up their privacy rights can do it openly and those who do not wish to be bothered by telemarketers can continue to enjoy the peace and quiet.
