I am opposed to this loophole. Telemarketers will be able to abuse it. Some of the most annoying calls are from companies that I do business with. It is not the content of the message or the method of delivery which makes a difference, it is the annoyance of answering the call. I believe it will be difficult to police and enforce the requirements and punish abusers and offenders. If it is enacted, there should be a mandatory provision that those who feel they are eligible to make such calls must publish a website for persons to enroll in an entity specific no-call list, and/or inform customers by U. S. mail that they are eligible to be called and state the method for putting a telephone number on a no-call list. Thank you.
