PLEASE do not make any amendments to this rule. Why not think of us as citizens instead of "consumers"? We signed on to the Do Not Call List because we don't want telemarketing calls. If you'd really like to gauge the popularity of allowing more calls, send out an email to all those on the list that affords an opportunity to "opt in" to this change and see how many positive responses you get.
