The "do not call list" was started because people didn't want to receive ANY telemarketing. Opening up a loophole for prerecorded marketing defeats the original purpose. As many people will recall, the worst telemarketing offenders were the ones using an autodialer, and prerecorded messages for mortage refinancing, home repairs, and about a million other things. Basically, this would enable people to resume "phone spamming" people in their homes. How much productivity would be lost in our already hectic home lives? I've got kids to take care of, finances to organize, cleaning, among dozens of other things. It disgusts me that this SPAM is even being considered... so called "previous relationship" or not.
