The point of the "Do Not Call List" was and is to reduce the cost of poorly-targeted advertising from businesses and to convenience the consumers by allowing them to opt-out of these mis-targeted calls. There is essentially no difference between a pre-recorded message and a live message given that both typically are scripted end-to-end. I cannot believe that the FTC is breaking under lobby pressure and not standing up for the taxpayers who fund each and every person's salary.
