I think the "NO" of a No-Call-list means no calls. To allow taped commercials to be sent to me when I've asked not to be included is against the spirit of what the list and law is intended. The only thing this will do is drive more people away from the land line phones to the mobile phones. When over 80% of the people in the U.S.A. want a no call list and are happy with it now why bow to the telemarketers. There is no reason other than greed.
