I am sensitive to the claims of 'freedom of speech' by telemarketers, and I agree, they have the right to say whatever they want into the telephone set. They do not, however, have the right to establish a connection to my receiver first. The phone lines are technically public property. The receiver isn't. That's my personal property and I should be able to block access to it. Similarly it's not expected that uninvited people must be allowed inside one's home before they can be turned away: that's what the door is for.
