I strongly urge you to NOT amend the TSR to allow pre-recorded messages to be sent. My wife and I suffered through too many pre-recorded messages during the last election. And it is also bad that the permitted telemarketers call and are not ready to talk when I answer my phone. I just hear silence or a click and have to wait until they have the time to speak with me. If I hang up they just call back later and disrupt me. Please do NOT add to the number of phone calls that I have to hang up on or messages I have to delete. Please do not force me to do what some friends do: let the answering machine screen EVERY call. Please do not make me abandon my land line for VOIP or ever growing use of a cell phone to avoid telemarketers. Please do not make me ask my friends to send me email rather than call because I leave my computer connected all the time to keep out telemarketers. The current TSR is helping people like me. Do not weaken it so a few telemarketing companies can bother us in a way that costs them less. Thank you.
