The Government of the United States is supposed to be 'of the People', not of the marketing corporation. This law was enacted to protect the people from an annoying business practice - telemarketing. This is an attempt to subvert that law with a poorly worded regulation loop-hole. DO NOT ALLOW THIS CHANGE TO TAKE PLACE. It was bad enough having been annoyed and interrupted by pre-recorded messages from every member of the bush family during the last election cycle. Now you are attempting to open the regulation to allow the same from every business. The only acceptable terms under which I would consider becoming a recipient of such marketing trash would be if I were to also be guaranteed a reimbursement at the rate of $100 per minute from the originator of the message, with non-payment being subject to Federal prosecution.
