I strongly oppose any attempt to water down the Do Not Call list by allowing exceptions. This proposal is poorly worded and the idea of a "prior business relationship" too vague. I would only support an exception for DNC if the consumer gave written permission to the marketer/solicitor on a pre-approved form. The basic principle of the original law was that the terminus of the phone belongs to the consumer and NOT to the harrasing marketeers. Please do not walk away from that principle.
