This new proposal strikes me as an astonishingly bad idea. Hasn't the FTC figured it out from the overwhelming response to the do not call list? We, the public, do not want to be harassed by junk phone calls. Junk phone calls from machines are no more welcome than junk phone calls from human telemarketers. The notion of "established business relationship" is so vague as to be meaningless in practice. The only way this end run by the direct marketers could possibly stand up to public scrutiny is if the public is not informed at all.
