I object to the FTC proposed amendment to allow a safe harbor for pre-recorded calls of any sort. As these call cost telemarketers little, they are the most prominent means of consumer harrassment. Just like spam e-mail, with low overhead telemarketers can reach so many people that they target consumers indiscriminately and have no incentive to limit calls. Pre-recorded calls should be completely banned, for all purposes, even non-profit organization's use. This proposal would also allow telemarketing calls to the 'Do not call registry', thereby completely violating the list's purpose. As a member of said registry, I enjoy not receiving telemarketing calls and ask you to continue the program as designed.
