I would like to write of my opposition for this loophole to allow telemarketers to use prerecorded messages to be able to contact people on the do not call list. First; the limitation of requiring telemarkerters to have a previous bussines relationship is so vague that legally that can mean anything. From simplist of association by the consumer to find out about products and/or services. To an actual business relationship(contracts & money exchange). Second; as suggested by the article on http://www.suntimes.com/output/news/cst-nws-fone27.html traditional telephone operators are changing to Internet based telephone carriers that are nearly cost free, which could barrage residents with phone spam.
