Gentlemen and ladies: The Do Not Call list should be just that, a list of people who wish Not to be called rather than "called sometimes" or "called in some circumstances". Perhaps a "Call Me Sometimes list could be made available. I, however, would not choose this option. I would choose the "Do Not Call" list with no ambiguity. I do not support these proposed modifications to 16 CFR Part 310.
