I am opposed to any rule changes that will allow anyone to call my land line or my cel phone with marketing calls. I subscribed to the Do Not Call list for a reason. I do not want marketing calls of any kind. I pay by the minute on my cell phone. I definitely do not want to pay for someone to call me to sell me stuff I don't want. The "except for established business relationships" clause needs to be better defined to only include situations where money has changed hands or the consumer has specifically asked for calls.
