I would question the idea of pre-recorded messages. Primarily, this would place the recipiant responsible for contacting the company to have the messages stopped. When dealing with a live person, if the call is undesired, the recipiant can have it changed imidiately. I would also believe that some companies would find ways to abuse this new system, by returning unwanted phone calls the recipiant asked not to recieve.
