The practice of using phone service to deliver prerecorded messages is particularly egregious, with or without regard to any established business relationship. It, more than any other type of phone call, singles out the Direct Marketing Association as abhorrent, and those in government who side with them as loathsome and not at all representative of their constituents. It is exactly the intrusive, asymmetric, and obnoxious act that should be considered for further legislative curtailment, not encouraged by those who have already shown they are so reprehensible as to require the Telemarketing Sales Rule in the first place.
