I am not in favor of this new measure. Explicitly condoning telemarketers contacting consumers, even through recordings, is the beginning of a slippery slope we needn't traverse. My family is on the do-not-call list and we get tons of calls from telemarketers anyway. Opening this loophole would only make things worse.
