Please don't open the do not call list. If I sign up for the do not call list, I do not want to be called by businesses. If they have something to tell me let them do it with a person so I can at least ask them to remove me from their list. Allowing these prerecorded messages would introduce telephone spam on the same scale as email spam (considering VOIP technology will make each phone call essentially free for the telemarketing companies; and how I'm sure any business could claim a business relationship with me because they sell personal info to each other), and simply open up a whole new can of worms for everyone. Keep it simple and stop the problem before it starts: protect the consumer.
