The statement "seller on whose behalf the calls are made has an established business relationship" is much too vague. This could apply to just about any relationship I've had with one company being applied to a third party (the same problem I have with email spam now). How do you propose to for someone to opt-out of receiving these pre-recorded messages? Will we have to listen to an entire 5 minute sales pitch to get details on how to not receive further calls? It's a seriously bad idea!!!!
