I am completely against telemarketing of any kind when one explicitly requests to not be included, such as by the "do not call" list. There many other means of solicitation that are much less intrusive. Pre-recorded messages are a waste of time anyway since people like me will hang up immediately. Once again, I am against this proposed amendment of the Telemarketing Sales Rule.
