It would be a horrible regression to open this "loophole" in the do-not call list to allow unsolicited, pre-recorded messages from companies or organizations claiming "prior business relationships". The "prior business relationships" definition would be stretched to the point where the do not call list (which is fabulous, by the way) is rendered useless.
