I would suggest that any public official who seeks to undermine the provisions of the Do Not Call Registry -- which is clearly the objective here -- does so at his own political and professional peril. If approved, this change will make the public very, very angry. Like most people, I am vociferously opposed to allowing prerecorded messages to be delivered by telephone. The only exception should be for emergency notifications such as a pending natural disaster. Furthermore, as a general rule, all commercial use of private information, including personal telephone numbers, should be governed by opt-in rather than opt-out provisions.
