This proposal is foolish at best. The whole purpose of the "do not call" list is to prevent unwanted telephone calls. Telemarketers do not pay my telephone bill, therefore have no right to call me unless I ask them to first. Please understand that I am vehemently opposed to ANY loophole or exception to the list.
